The king with poor communication skills

Louis II, also known as Louis the Stammerer, ruled the Franks for only two years from 877 to 879 AD.
Despite being a king, Louis struggled with poor communication skills due to his stutter. In those brutal times, even a king could be removed from power for such a weakness.
This raises an interesting question: are modern times any different when it comes to projecting competence and authority?
